Two N.Y. Men Face Drug Charges Following Traffic Stop

Marijuana, drug paraphernalia allegedly found inside vehicle.

Two New York City men were arrested on drug charges following a motor vehicle stop on Martinsville Road shortly after midnight on Tuesday, March 29, Township Police said.

Wilmer Saint-Hilaire, 24, was charged with possession of under 50 grams of marijuana, possession of a controlled dangerous substance in a motor vehicle, driving with suspended driver's license and obstructed view, and failure to maintain lamps, police said.

Jay Felty, 28, was charged with possession of drug paraphernalia, according to a township police report.

Patrol Officer Richard Roche conducted a motor vehicle stop of a 1997 Volkswagen Gulf on Martinsville Road for allegedly having a burned out rear light and a visual obstruction for the front and rear windows, police said.

According to the police report, the front windshield was obstructed by numerous air fresheners hanging from the rear view mirror and the rear window was reportedly obstructed by luggage placed on the rear deck of the rear window

The police report said that when Roche approached the vehicle and spoke to the driver, Saint-Hilaire, he allegedly detected the odor of burnt and raw marijuana coming from within the vehicle.

Police said that Roche requested and received consent to search the vehicle from Saint- Hilaire. Roche allegedly retrieved a bag of marijuana from under the driver’s seat, police said. Saint-Hilaire admitted that the marijuana belonged to him, according to the police report.

A rear seat passenger, Jay Felty also was allegedly found to be in possession of drug paraphernalia, which consisted of a marijuana pipe and rolling papers, according to police.

Both individuals were placed under arrest, transported to headquarters, processed and released on their own recognizance, according to the police report.
