Electronic Ballots a Quick Fix, But Do They Count?

NJ needs to adopt rules to ensure everyone can vote more easily if another disaster hits.

All the ballots have finally been counted in New Jersey. Once they are certified by the state canvassers on Friday, New Jersey can finally close the book on this difficult election. Or can it? The constitutional litigation clinic of Rutgers Newark Law School is poking into the votes, asking for information about the processing of special balloting New Jersey Secretary of State Kim Guadagno ordered to help those displaced by Superstorm Sandy. Remember, thousands were homeless, either literally because their houses were destroyed or left uninhabitable, or by choice because they had left cold, dark buildings to stay with family or friends or at a hotel. County Sees Record Lows in Election Day Turnout

And County Clerk Brett Radi said it could be because of the hurricane.

With only 60 percent of registered voters turning out for this year's presidential election, Somerset County Clerk Brett Radi said his gut feeling is that it was because of the hurricane. "I would have no way to answer other than with my gut," he said. "[In that case] absolutely it has to do with the hurricane." In prior years, Radi said, presidential elections brought out 80 percent of voters, including the last one in 2008. And this year, he said, only 60 percent showed up on Election Day. Somerset GOP Celebrates Wins, Leads

With some races still too close to call, county Republicans got together at the Somerville Elks Club.

Somerset County Republicans came together Tuesday night at the Somerville Elks Club to celebrate election day and the end of their campaigns. For some, like District 7 Congressman Leonard Lance (R), the vote margin by the end of the night was large enough for multiple reports to call the election in his favor. For others, like incumbent Freeholders Patrick Scaglione and Mark Caliguire, as well as District 16 Assemblywoman Donna Simon, their slim leads coupled with provisional and fax or email ballots still to be counted, the victories were still not stamped Tuesday evening. Preliminary Freeholder Results Too Close to Call

Scaglione and Caliguire lead with provisional, fax and email ballots outstanding.

Republican incumbents Patrick Scaglione and Mark Caliguire led by a very narrow margin in their quest for new terms on the Somerset County Board of Chosen Freeholders after all precincts were counted in Tuesday's election. However, with provisional and fax or email ballots still to be counted, the race remained too close to call. After Sandy displaced thousands of New Jersey residents, Lt. Gov. Kim Guadagno signed an order allowing voters to submit a mail-in ballot application by email or fax. That makes things more uncertain than usual at the end of election day. Incumbents Take Local Bernards Elections

Both Township Committee and Board of Education incumbents hold onto their seats.

There apparently won't be any chance in the lineup on either the Bernards Township Committee or the Board of Education following Tuesday night's election, according to unofficial vote results. Final results must be certified by Somerset County. Township Clerk Denise Szabo said Tuesday's results — tallied in the nearby police headquarters because the municipal building at 1 Collyer lane remained without power — do not include absentee or provisional ballots. Despite Sandy's continuing impact on Bernards Township, where about half of the town was without power on Tuesday, the election attracted 56.37 percent of the township's 19,104 registered voters, according to the unofficial results. Bernards Board of Education Will Remain the Same

Challenger Louis D'Autorio doesn't manage to unseat incumbents.

The membership of the Bernards Township Board of Education will remain the same come January, according to unofficial results in Tuesday's vote, the first November election for the school board. Incumbent School Board members Robin McKeon, Beverly Darvin Cwerner and Audrey Cohen Sherwyn were opposed by Louis D'Autorio, but D'Autorio was defeated by the three sitting board members, who now have been given the green light by a majority of voters to continue on the board for another three years. Cwerner had previously been voted off the board in 2011 in a crowded election field of nine candidates competing for three seats. Lance Takes District 7 Again

Defeats Democratic challenger Upendra Chivukula.

Congressman Leonard Lance (R) has once again won the District 7 Congressional election, according to the Associated Press. Lance, who has been in office since 2009, defeated Democratic challenger Upendra Chivukula, with the report calling the election for the incumbent. Lance had held off a primary charge from David Larsen to appear on the ballot. The report called the race for Lance early, who had a large lead throughout Tuesday evening.

Menendez Overtakes Kyrillos to Retain Senate Seat

Republicans have conceded the senatorial seat to incumbent Robert Menendez.

As the ballots pour in from Sandy-ravaged New Jersey, Robert Menendez has emerged victorious in reclaiming his U.S. Senate seat against Republican challenger Joe Kyrillos. With just over half of polling districts reporting, state Republicans have conceded victory to Menendez. The U.S. senator leads 58 percent to 40 percent as of 10:30 p.m., according to CBS News. Hurricane Sandy may have left about half of Bernards Township in the dark on Election Day, even a week after hitting the area, but even those without power found their ways to the polls to vote on Election Day. At the Basking Ridge Firehouse, hosting extra voting districts closed due to power outages, poll worker Mary Jean Piorkowski said that she had overheard voters say they had driven home from the Carolinas — or Connecticut — just so they could be sure to cast a ballot. ACLU asks Superior Court judge to intervene, high volume of application requests extends deadline for email, fax ballots.

The deadline for electronic voting has been extended after email and fax ballots caused headaches Tuesday throughout the state. A high volume of requests overwhelmed county officials, including in Morris where the chairman of the Morris County Board of Elections told NJ.com it may take weeks to determine the outcome of some close local elections. Morris County issues began to surface on Monday when it was discovered some information on the county clerk's website directing voters not able to get to the polls was either inaccurate or misleading, NJ.com reported.
