Police: Discovery of Man Wearing Only Underwear in Parked Car Leads to Drug Arrest

Suspect spotted mid-morning on Galloping Hill Road.

A 45-year-old man from Tannersville, Pa. faces drug and drug-related charges after he was allegedly discovered on Monday morning sitting in his underwear in a parked vehicle on Galloping Hill Road.

The man, Richard Kelly, has been charged with possession of methamphetamine, possession of drug paraphernalia, possession of a controlled dangerous substance in a motor vehicle, and lewdness, according to township police.

Township Sgt. Michael Shimsky reportedly observed what he considered to be a suspicious-looking, occupied vehicle parked at 10:48 a.m. on Monday, Aug. 30, on Galloping Hill Road near Mt. Airy Road.  Shimsky said he approached the vehicle, a 2007 Volkswagen with Pennsylvania license plates and spoke to the driver. The officer reportedly observed that the driver was wearing only underwear and exhibited signs of being under the influence of a controlled dangerous substance.

According to police, the driver, Kelly, was asked to put on his clothes. While Kelly was doing so, Shimsky reportedly saw a glass pipe containing white residue on the driver's seat that the officer said he recognized as drug paraphernalia.

Police reported that Kelly was placed under arrest before allegedly admitting the white residue on the pipe was methamphetamine. A further search of Kelly's vehicle resulted in the recovery of a small plastic bag containing a white powder that tested positive for methamphetamine, according to police.

Kelly was transported to township police headquarters at 1 Collyer Lane, where he was processed and then released on his own recognizance, police reported.
